Innovations in the system of quality and safety of food products in Ukraine

A fairly large part of the Association Agreement with the EU is devoted to the safety of food products and sanitary and phytosanitary measures. Now Ukrainians are waiting for enaction of a number of bills that will cover the entire scope of the food safety system, including the walnut industry. Ukraine has to implement more than 250 acts of the EU in national legislation. At the moment, several basic system laws have already been enacted that form the basis for reform.

In accordance with the Association Agreement, a European model of safety control is based on the principle of “from the lawn to the table” and should be introduced in Ukraine. It involves control at all stages of the production and circulation of food products. It is necessary to take into account and documented the conditions under which foodstuffs are produced and transported, what package it enters and how it is stored on the shelves of the stores. The European system is organized in such a way as to quickly detect and remove a dangerous product from circulation and promptly eliminate the cause of the problem.

Also, legislation provides for the gradual transition of food manufacturers to the mandatory use of HACCP procedures, Hazard Analysis and Critical Control Point, a system for analyzing hazardous factors and control at critical points. It is based on the organization of processes in the production and sale of products in such a way as to control all factors that can spoil the product. These procedures will necessarily be phased in Ukraine in all enterprises that produce food products with unprocessed animal ingredients, confectionery, juices and all small businesses.

Another innovation on the way to the EU standards was the creation in April 2016 of the State Service of Ukraine for Food Safety and Consumer Protection, which replaced several controlling bodies that often duplicated each other’s functions. In 2017, the key to this service was the Law “On state control, carried out in order to verify compliance with the legislation on food and feed, animal health and welfare” was approved. It will come into force in April 2018 and increases the responsibility of manufacturers and businessmen for the safety of food products, introduces the principle of checking production without warning, and expands the grounds for unscheduled arrival to production.

The Association Agreement not only changes the quality of products for Ukrainian consumers, but also opens for our producers a huge market for the European Union. Together, all this should create an effective European food safety system in Ukraine, focusing on protecting the health and interests of consumers. In short, not only the number of goods bearing the words “Made in Ukraine” in stores abroad will increase, first of all, by ourselves, buying food, we will have much less reason for excitement.
